YEN MY II INDUSTRIAL PARK, HUNG YEN PROVINCE

Yen My II Industrial Park ( known as Yen My 2 Industrial Park) was granted Investment Certificate No. 05221000259 by the Hưng Yên Industrial Zones Authority on June 2, 2015. The project covers a total area of 313.5 hectares, implemented in two phases. The land area for factories and enterprises is approximately 222 hectares.

Phase 1: 97.5 hectares with a total investment capital of nearly VND 900 billion.
Phase 2: 216 hectares with a total investment capital of more than VND 2,682.5 billion.

The expanded Yen My II Industrial Park was approved for investment policy under Decision No. 650/QD-TTg dated May 27, 2022, by the Prime Minister.

• Construction regulations: Maximum construction density of 70%. Ground leveling height not exceeding 30 cm above the internal road elevation of the industrial park. Building height not exceeding 5 floors. Minimum green space area of 20%. Perimeter walls facing internal roads must be constructed with openwork fencing (iron grille design).

II. Geographical Location of Yen My II Industrial Park

Yen My II Industrial Park enjoys a prime location adjacent to National Highway 39, strategically situated between National Highway 5A and the Hanoi – Hai Phong Expressway. This is a key transportation route leading to Hai Phong International Seaport and Cai Lan Deep-water Port (Quang Ninh), providing excellent advantages for import and export activities.

Technical Infrastructure:

• Internal Roads: The internal road network is designed with appropriate widths, ensuring smooth and convenient access for all vehicles to each factory.
• Power Supply: Stable and continuous electricity is provided through the Yen My Town 110/22kV/35kV transformer station with a capacity of 63 MVA. The medium-voltage power network (22kV, 35kV) is installed underground along main internal roads. Investors construct their own step-down substations based on consumption needs.
• Clean Water Supply: The IP water plant (Phase 1 capacity: 6,000 m³/day) sources water directly from underground reserves. The water supply system connects up to each enterprise’s fence line.
• Drainage System: Rainwater and wastewater (industrial and domestic) systems are separated. Rainwater is collected via a pipe network and discharged into local canals, while wastewater is directed to the IP’s central wastewater treatment plant.
• Wastewater Treatment: The central wastewater treatment plant (Phase 1 capacity: 3,000 m³/day) uses a biological treatment system. Enterprises are required to conduct preliminary on-site treatment before discharging to the IP’s shared facility.
• Firefighting System: Fire hydrants are installed along the internal roads, connected to the IP’s water supply network.
• Environment & Landscaping: Approximately 13% of the IP’s total land area is dedicated to green space, with trees planted along main roads and within factory premises to enhance the overall landscape.

Service Infrastructure:

• Customs: Hung Yen Customs Office is located about 6 km from Yen My II IP. All customs sealing and inspection procedures can be carried out directly at factories within the park.
• Banking: Multiple banking services (Vietcombank, Techcombank, ACB, Sacombank, Agribank, BIDV, etc.) are available near the IP.
• Healthcare: Pho Noi General Hospital, located 7 km from the IP, is a modern facility providing medical examination and treatment for workers in Yen My II Industrial Park

IV. Investment Costs in Yen My II Industrial Park

• Infrastructure management and maintenance fee: VND 13,800/m²/year (equivalent to USD 0.57/m²/year)
• Electricity price: Applied according to EVN’s industrial production rates
• Clean water price: VND 13,000/m³ (equivalent to USD 0.55/m³)
• Wastewater treatment fee: VND 11,000/m³ (equivalent to USD 0.46/m³)

V. Investment Incentives in Yen My II Industrial Park

Enterprises operating in Yen My II Industrial Park are entitled to the following investment incentives:

• Corporate Income Tax (CIT): 2 years of full exemption, followed by a 50% reduction for the next 4 years for new investment projects.
• Import Duty Exemption: Exemption from import duties on goods used to create fixed assets.

VI. Enterprises Operating in Yen My II Industrial Park

As of March 2025, Yen My II Industrial Park had attracted 58 investment projects (35 domestic direct investment – DDI projects and 23 foreign direct investment -FDI projects), achieving an occupancy rate of 43%, with Phase 1 fully occupied (100%). The total registered investment capital reached approximately VND 4,530 billion and USD 320 million.
