Ha Nam High-Tech Park, Ninh Binh province

In 2021, Ha Nam High-Tech Park was added to the master plan for the Development of High-Tech Parks through 2020, with orientations toward 2030, under Decision No. 792/QD-TTg dated June 8, 2015, issued by the Prime Minister. Ha Nam High-Tech Park was officially established under Decision No. 1541/QD-TTg dated December 10, 2024, issued by the Prime Minister. The project’s 1/2,000-scale subdivision planning was approved under Decision No. 35/QD-BQL dated April 22, 2026, issued by the Management Board of Nam Cao University Area and High-Tech Park. Ha Nam High-Tech Park subsequently received investment policy approval under Decision No. 1846/QD-UBND dated May 21, 2026, issued by the Ninh Binh Provincial People’s Committee.

I.Overview of Ha Nam High-Tech Park

As the fifth high-tech park in Vietnam, Ha Nam High-Tech Park covers a total area of 628.36 hectares, with a total investment of VND 5,990 billion (approximately USD 227 million). Of this amount, the investor’s equity contribution accounts for VND 898.5 billion, while VND 5,091.5 billion will be mobilized from other lawful sources. The project is scheduled for implementation from 2026 through Q2/2032.

II. Location of Ha Nam High-Tech Park

Ha Nam High-Tech Park is strategically located adjacent to National Highway 38B and District Road DH10. The project is approximately 18 km from Phu Ly city. Convenient transportation infrastructure has been developed to connect the High-Tech Park with the road linking the Hanoi – Hai Phong Expressway and the Cau Gie – Ninh Binh Expressway, facilitating access to major economic and industrial centers across northern Vietnam.

• North: adjacent to existing residential areas in Tran Thuong commune and the planned N4 road under the district-level regional construction plan
• West: adjacent to the planned D3 road and existing residential areas in Tran Thuong and Nhan Ha communes
• South: adjacent to National Highway 38B under the district-level regional construction plan
• East: adjacent to existing residential areas in Nhan Ha commune and District Road DH10

• Noi Bai International airport: approximately 100 km

III. Infrastructure of Ha Nam High-Tech Park

Ha Nam High-Tech Park is planned around three main functional zones: (1) High-Tech Research and Experimental Zone; (2) High-Tech Manufacturing and Application Zone; and (3) Startup and Innovation Center. This model is designed to create a comprehensive high-tech ecosystem in which research, education and training, manufacturing, and services are closely integrated, fostering new technological value and generating positive spillover effects across the wider region.

• Internal road system: The main roads are 37 meters wide, while secondary roads are 27 meters wide.
• Power supply system: Total estimated power demand is approximately 279.4 MVA. Electricity will be supplied from the existing 110kV transmission line. Two 110/22kV substations will be developed, each with a capacity of 3 × 63 MVA, together with a synchronized 22kV distribution network throughout Ha Nam High-Tech Park.
• Clean water supply system: Total estimated water demand is approximately 41,000 m³/day. Part of the water supply will be provided through the existing regional network supplied by the Dao Ly Water Plant. If the existing supply is insufficient, a new water treatment plant may be developed using raw water from the Red River. The water distribution network, with pipe diameters ranging from D150 to D500, will be designed as a closed-loop system.
• Wastewater treatment system: Total wastewater treatment demand is estimated at approximately 25,800 m³/day. Three wastewater treatment plants are planned, with respective capacities of 7,100 m³/day, 12,000 m³/day, and 6,700 m³/day. The wastewater collection network will be completely separated from the stormwater drainage system.
• Telecommunications system: Telecommunications infrastructure within the planned area will consist of an underground network connected to telecommunications stations.
• Fire protection system: Fire hydrants will be installed along water supply pipelines with diameters greater than 100 mm, particularly at road intersections. Above-ground fire hydrants will be installed at intervals of approximately 150 meters.
