YEN BINH 3 INDUSTRIAL PARK, THAI NGUYEN PROVINCE

Yen Binh 3 Industrial Park was approved for investment policy under Decision No. 50/QD-TTg dated January 8, 2025, by the Prime Minister. Previously, the project was approved for its 1/2000-scale zoning plan under Decision No. 260/QD-UBND dated February 5, 2024, by the People’s Committee of Thai Nguyen Province.

With a total investment capital of VND 4,139.39 billion, including VND 620.9 billion in investor equity, Yen Binh 3 Industrial Park in Thai Nguyen Province spans a total area of 295.34 hectares. It is expected to generate employment for approximately 30,000 – 35,000 workers.

Yen Binh 3 Industrial Park is one of Thai Nguyen Province’s key projects, aimed at becoming a modern, fully equipped industrial park that meets the highest demands of investors. It contributes to realizing the province’s industrial park development master plan for the 2021–2030 period, with a vision to 2050. At the same time, it helps promote interregional economic cooperation and harness local potential and advantages. II. Location of Yen Binh 3 Industrial Park

Yen Binh 3 Industrial Park possesses a prime location with flexible connections to the key transportation systems of Thai Nguyen Province as well as neighboring provinces and cities such as the capital Hanoi. It also directly links to major industrial hubs like Bac Ninh, Vinh Phuc, and Bac Giang. Its proximity to airports and seaports facilitates import-export activities for businesses operating in the park, making it easier to transport goods and raw materials, thereby optimizing logistics costs and the supply chain.

III. Infrastructure in Yen Binh 3 Industrial Park

In terms of land use structure, Yen Binh 3 Industrial Park allocates over 221 hectares for factories and enterprises; 31 hectares for transportation infrastructure; 30 hectares for green areas; and 7.4 hectares for service land. The detailed planning includes:

• Internal traffic system: A main axis running North-South and various roads with widths ranging from 22 to 44 meters, directly connecting the project to Hanoi Ring Road 5 and Vo Nguyen Giap Road (Pho Yen City).
• Power supply system: 110kV substation. The 22kV medium-voltage grid ensures a modern and stable power supply system.
• Clean water system: Capacity of 13,400 m³/day, fully meeting the clean water needs for production.
• Wastewater treatment system: Capacity of 10,000 m³/day.
• Telecommunications system: High-speed fiber optic internet and modern 5G network.

The current land status of Yen Binh 3 Industrial Park includes approximately 109 hectares of rice-growing land; over 49 hectares of annual crop land; 33 hectares of production forest land; more than 67 hectares of perennial crop land combined with residential land; and over 14 hectares of residential land.

On the morning of April 19, 2025, the industrial park developer held the groundbreaking ceremony for the construction and infrastructure development project of Yen Binh 3 Industrial Park. It is expected that by September 2025, the developer will complete approximately 100 hectares of leveled land and infrastructure to be put into use, in celebration of the establishment of Thai Nguyen Province after the administrative merger. This is also one of the fastest-progressing projects in Thai Nguyen Province in terms of procedural implementation.

According to the project developer, from now until the end of Q1/2028, land compensation, support and resettlement, land allocation requests, and land handover procedures will be carried out. From Q3/2025 to Q2/2029, construction of infrastructure items will take place. Starting from Q3/2029, the industrial park will officially commence operations.

IV. Investment incentives at Yen Binh 3 Industrial Park

Enterprises operating within Yen Binh 3 Industrial Park are entitled to the following investment incentives:

• Corporate Income Tax (CIT): Exemption for 2 years and a 50% reduction for the following 4 years. Preferential tax rate of 17% applied for the first 10 years.
• Additional support: Investors in the industrial park are also supported with investment procedures, legal formalities, and labor recruitment.
