II. Location of Van Du – Quang Vinh Industrial Cluster

Van Du – Quang Vinh Industrial Cluster is located in An Thi District – a district situated in the downstream area of the Red River within the Northern Delta region, to the east of Hung Yen Province. The site is located approximately 220 meters to the southeast of Quang Vinh Commune; 1.2 kilometers to the east of the Quang Vinh Commune People’s Committee and  2.1 kilometers to the south of An Thi District Medical Center.

III. Infrastructure of Van Du – Quang Vinh Industrial Cluster

Van Du – Quang Vinh Industrial Cluster allocates over 74.5% of its total area for factory and warehouse construction. Traffic infrastructure accounts for 12.9%, while the remaining land is designated for service and administrative buildings, Clustering lots, green spaces, water surfaces, and technical infrastructure facilities. The industrial cluster is planned with the following technical infrastructure systems:

Internal Traffic System: The main axis road runs East-West, connecting Provincial Road DT.376 to the industrial cluster, with a cross-sectional width of 30.0 meters. Internal roads combined with Clustering areas feature a cross-section of 30.5 meters across the Clustering zone. Other North-South internal roads within the cluster have a cross-sectional width of 20.5 meters.

Power Supply System: The total power demand is estimated at 6,320 KVA.The power is expected to be sourced from the 35kV transmission line, pole No. 6 on line 376-E28.2, located on the western side of the project.

Water Supply System: The total daily water demand is approximately 1,527 m³/day, sourced from the Ngoc Tuan – Nagaoka clean water plant. The water supply network is designed as a loop system installed along sidewalks of major traffic routes, ensuring water delivery to all consumption points.

Wastewater Treatment System: The total volume of wastewater to be collected and treated is about 927.5 m³/day. Domestic wastewater from the service and administration buildings is preliminarily treated in septic tanks. Industrial wastewater is pre-treated at individual factories and then collected into the wastewater drainage system, which leads to a central treatment plant with a capacity of 1,000 m³/day. After treatment, wastewater will meet Vietnam’s environmental standards before being discharged into the existing drainage canal in the southeast of the project, which flows into the Bun River. There will be a contingency tank system (including tanks, equipment, and tools) to 3 days’ worth of wastewater in case of an emergency.

According to the developer, the implementation timeline for the Van Du – Quang Vinh Industrial Cluster project is as follows:

• Q1/2025: Land handover commitment to investors
• Q2/2025: Completion of the wastewater treatment plant
• Q3/2025: Completion of traffic infrastructure

   

  

IV. Investment costs at Van Du – Quang Vinh Industrial Cluster

• Annual land rental fee: VND 4,500/m²/year
• Infrastructure management fee: VND 12,750/m²/year (excluding VAT)
• Electricity prices (paid directly to the supplier):
  • Normal hours: VND 1,729/kWh
  • Off-peak hours: VND 1,124/kWh
  • Peak hours: VND 3,194/kWh
• Wastewater treatment fee: Estimated at VND 12,750/m³ (excluding VAT)

V. Investment incentive in Van Du – Quang Vinh Industrial Cluster

Enterprises operating in the Van Du – Quang Vinh Industrial Cluster are entitled to the following incentives:

• Free infrastructure management fee in 2025

• Exemption from annual land rental fees until July 31, 2038
