Perspective of Quang Tri Industrial Park (QTIP) project

Quang Tri Industrial Park was added to the master plan of industrial parks in Quang Tri Province under Official Dispatch No. 1784/TTg-CN dated December 16, 2020, issued by the Prime Minister (based on the proposal of the Ministry of Planning and Investment in Document No. 5567/BKHDT-QLKKT). The project was approved for investment policy under Decision No. 418/QD-TTg dated March 23, 2021, by the Prime Minister, and officially established under Decision No. 1008/QD-UBND dated April 13, 2022, by the People’s Committee of Quang Tri Province.Quang Tri Industrial Park covers a total area of 481.2 hectares with a total investment capital of VND 2,074.033 billion. The project is being developed in three phases, scheduled from 2021 to 2032:

  • Phase 1: 97.4 ha
  • Phase 2: 175.42 ha
  • Phase 3: 208.38 ha

Phase 1, covering 97.4 ha with a total investment capital of VND 504.39 billion, is being implemented during 2021-2025 and officially broke ground on December 15, 2023.

I. Overview of Quang Tri Industrial Park

  • Developer: Quang Tri Development Co., Ltd. (QTIP) – a joint venture of three leading infrastructure developers in Vietnam, including Vietnam-Singapore Industrial Park Joint Venture Company (VSIP JV); Amata Bien Hoa Urban JSC (under Amata Group, Thailand); and Sumitomo Corporation (Japan).
  • Location: Dien Sanh Town, Hai Lam Commune, Hai Truong Commune, Hai Lang District, Quang Tri Province (currently Hai Lang Commune, Quang Tri Province).
  • Total area: 481.2 hectares
  • Operation period: 50 years (2021-2071)
  • Occupancy rate: 10%
  • Key investment industries: Textile & garment, footwear, wood processing & furniture, food & beverage, electronics, supporting industries, warehousing & logistics, and industries requiring renewable energy.
  • Human resources: By 2025, Quang Tri Province is expected to have a population of 1.8 million, with a labor force of about 980,000 people (54.5% of the population), of which 65.88% are trained workers. The province hosts 1 university branch, 3 colleges, 2 vocational schools, and 9 vocational training centers. The minimum regional wage in Quang Tri Industrial Park (Region IV) is VND 3,450,000/month.

Master Plan Perspective of Quang Tri Industrial Park

Quang Tri Industrial Park has also been included by the Standing Committee of the Quang Tri Provincial Party Committee and the Provincial People’s Committee in the list of the province’s key projects, directly supervised by the Provincial Steering Committee for Strategic Projects. This is considered a project of significant importance, with strong spillover effects and a major impact on local socio-economic development. It is evaluated as a modern and high-potential new industrial park in Quang Tri Province. The project will be developed over 12 years, and once operational, is expected to create jobs for 30,000 to 40,000 workers.

On the morning of December 15, 2023, Quang Tri province coordinated with Quang Tri Development Joint Venture Company Limited (QTIP) to organize the groundbreaking ceremony of Quang Tri Industrial Park project.

II. Geographical Location of Quang Tri Industrial Park

Quang Tri serves as the gateway to the East Sea for countries along the East-West Economic Corridor (EWEC), creating favorable conditions for investors to expand export markets to countries on the corridor such as Laos, Thailand, and Myanmar.

Quang Tri Industrial Park enjoys a strategic location, directly connected to major national transport routes such as National Highway 1, the North-South Expressway, and the North-South Railway, while also linking to My Thuy deep-water seaport and the international border gates of La Lay and Lao Bao.

In particular, the park is located adjacent to National Highway 15D, which connects My Thuy Deep-water Port through La Lay International Border Gate (Quang Tri) to Laos, and further integrates with the Trans-Asia Road to drive socio-economic development in Quang Tri Province.

III. Infrastructure of Quang Tri Industrial Park

As of May 2025, Quang Tri Industrial Park has completed 96.5% of site leveling and technical infrastructure works for Phase 1. Specifically, the project is implementing construction of site leveling for the wastewater treatment plant and industrial land plots; internal roads; stormwater drainage system; wastewater drainage system; and water supply system. In addition, the investor has completed connections to the national railway and National Highway 1. The project is also under study for further expansion.

The infrastructure of Quang Tri Industrial Park is comprehensively and modernly planned as follows:

  • Landscape & Environment Management: The green landscape area covers 57.43 ha (12.08% of the total planning area). Sidewalks and lighting systems are rationally arranged, and land plots are fully leveled before handover to investors.
  • Internal Traffic: The main axis of the park is National Highway 15D. Feeder roads will be built to avoid traffic conflicts and connect directly with National Highway 1A. Internal branch roads follow a grid layout, with traffic land covering 56.63 ha (11.91% of the planned area), ensuring smooth circulation within the park.
  • Power Supply: Electricity is provided via the 110kV/22kV Dien Sanh substation with a capacity of 150 MVA. The 22kV distribution lines are connected to each land lot, ready to supply power as required by investors.
  • Water Supply: Clean water is provided by the on-site water plant with a maximum capacity of 28,000 m³/day, delivered through pipelines along the internal roads to each land lot.
  • Wastewater Treatment: The wastewater treatment plant has a capacity of 22,000 m³/day. All industrial wastewater, after being pre-treated by factories, will be collected and treated at the centralized treatment plant to meet Grade A standards under QCVN 40:2011/BTNMT before discharge into the environment.
  • Fire Prevention & Fighting: Fire hydrants are installed along internal roads. The park is equipped with modern firefighting systems and a 24/7 firefighting team to ensure rapid emergency response.
  • Telecommunication System: A central exchange with 5,000 numbers and internet services from multiple providers are available to meet communication needs.
  • Security: 24/7 security services with CCTV surveillance and regular patrols throughout the park.

IV. Investment Costs in Quang Tri Industrial Park

V. Investment Incentives in Quang Tri Industrial Park

Investment incentives in Quang Tri Industrial Park are applied according to preferential policies for areas with difficult socio-economic conditions. Specifically, enterprises investing in the park are entitled to Corporate Income Tax (CIT) incentives as follows:

  • Preferential tax rate of 17% for 10 years
  • Exemption from CIT for the first 2 years, and 50% reduction for the next 4 years
  • The tax incentive period is calculated from the time the enterprise generates taxable income, or from the 4th year of operation, whichever comes first.  

VI. Enterprises in Quang Tri Industrial Park

At the groundbreaking ceremony on December 15, 2023, five secondary investors signed Memorandums of Understanding (MOUs) to lease land in Quang Tri Industrial Park.

  • Winzen Holding (Hong Kong, China) and Join Success Wealth (Singapore) plan to establish garment manufacturing plants.
  • Three Vietnamese enterprises will engage in furniture production and motorbike distribution.

In Q3 and Q4 of 2025, the industrial park will hand over land to these enterprises for factory construction.
