No. 2 Hung Yen Industrial Park, Hung Yen province

No. 2 Hung Yen Industrial Park (formerly Ly Thuong Kiet Industrial Park) had its 1/2,000-scale construction zoning plan approved under Decision No. 2418/QD-UBND dated October 23, 2019, issued by the Hung Yen Provincial People’s Committee. The project’s adjusted 1/2,000-scale zoning plan was subsequently approved under Decision No. 519/QD-UBND dated March 3, 2021 and Decision No. 488/QD-UBND dated August 5, 2025, also issued by the Hung Yen Provincial People’s Committee. Following the latter adjustment, the project was renamed No. 2 Hung Yen Industrial Park.

Phase 1 of the project received investment policy approval in early November 2025. Investment Registration Certificate No. 3380213227 was issued by the Hung Yen Industrial Zones Authority on November 7, 2025.

I. Overview of No. 2 Hung Yen Industrial Park

With a total investment of nearly VND 2,823 billion, Phase 1 of No. 2 Hung Yen Industrial Park covers approximately 235 ha. Below is an overview of No. 2 Hung Yen Industrial Park provided by RSL Group:

The groundbreaking ceremony for Phase 1 of No. 2 Hung Yen Industrial Park was held on June 2, 2026. Site clearance is being actively implemented, with land expected to be ready for handover to secondary investors from September 2026.

No. 2 Hung Yen Industrial Park – formerly Ly Thuong Kiet Industrial Park – enjoys a strategic location along the Hung Yen-Thai Binh Expressway (CT16) and adjacent to the Yen My Interchange of the Hanoi–Hai Phong Expressway (CT04). From the industrial park, goods can be transported efficiently to major economic centers in Northern Vietnam, with convenient access to Hai Phong seaports and Noi Bai International Airport.

In addition, No. 2 Hung Yen Industrial Park is located opposite No. 1 Hung Yen Industrial Park and close to other major industrial developments in the province, including No. 3 Hung Yen Industrial Park, Clean Industrial Park, and No. 5 Hung Yen Industrial Park. No. 2 Hung Yen Industrial Park is planned with comprehensive technical and social infrastructure as follows:

• Internal roads: The main road is 56 m wide, while secondary roads range from 23.25 m to 27 m in width.
• Power supply: Electricity is expected to be supplied from the 110/22 kV No. 2 Hung Yen Industrial Park substation with a capacity of 2 × 63 MVA. The 22 kV medium-voltage grid supplying factory substations within the industrial park will use overhead power lines.
• Water supply: A water supply plant with a capacity of 20,000 m³/day.
• Wastewater treatment: A centralized wastewater treatment plant with a total designed capacity of 7,000 m³/day, using biological treatment technology. Wastewater must be pre-treated at individual factories before being discharged into the industrial park’s centralized wastewater collection system.
• Fire prevention and fighting: Fire hydrants are planned along the industrial park’s internal road network.
• Telecommunications: The telecommunications system is designed to international standards, supporting high-speed data transmission, domestic and international communications, and postal services.
• Green spaces and environment: Approximately 12% of the project area is allocated to concentrated green spaces. Additional landscaping will be provided along internal roads and within individual factory premises to enhance the overall industrial environment.

Social and service infrastructure of No. 2 Hung Yen Industrial Park

• Customs: The Hung Yen customs office is located approximately 13 km from No. 2 Hung Yen Industrial Park.
• Banking: Major banks including Techcombank, ACB, Vietcombank, Sacombank, Agribank and BIDV have branches in areas near the industrial park.
• Postal services: A post office is available in Yen My Commune, approximately 7 km from the industrial park.
• Worker and social housing: A worker and social housing development in Yen My Commune, approximately 5 km from the industrial park, is planned to provide nearly 9,000 apartments for workers employed at industrial parks across the province.
• Healthcare: The industrial park is located near healthcare facilities including Hung Yen Provincial General Hospital, An Thi General Hospital, Kim Dong General Hospital, as well as local health stations and clinics, providing both routine and emergency healthcare services for employees.
• Education and vocational training: Hung Yen has a well-developed network of universities, colleges and vocational institutions capable of supplying managers, engineers and skilled technicians. Nearby institutions include Hung Yen University of Technology and Education (13 km), College of Electromechanics and Water Resources (5 km), Hung Yen Industrial College (14 km), Hung Yen Polytechnic College (13 km), University of Finance and Accountancy (20 km), and British University Vietnam (21 km). Numerous other universities, colleges and vocational schools throughout the province also contribute to the local labor pool.
