VSIP 3 BINH DUONG INDUSTRIAL PARK, BINH DUONG PROVINCE

The VSIP 3 Binh Duong Industrial Park was approved for the Phase 1 Master Plan at the scale of 1/500 under Decision No. 1427/QD-UBND dated June 15, 2022 by the People’s Committee of Binh Duong Province with an area of 196.45 ha. Subsequently, Phase 2 of the project was approved for the 1/2000 subdivision construction plan under Decision No. 1892/QD-UBND dated July 21, 2023 by the People’s Committee of Binh Duong Province with an area of 803.55 ha, employing approximately 33,000 – 35,000 people.

I. Overview of VSIP 3 Binh Duong Industrial Park

With a total investment capital of nearly VND 14,000 billion, VSIP 3 Binh Duong Industrial Park (also known as VSIP III Binh Duong) covers 10 km². It is identified by Binh Duong Province as a third-generation industrial park, prioritizing high-tech industries, green economic development, minimizing pollution, and attracting projects with advanced technology and lower labor intensity in the context of tightening labor supply. The project’s land use term lasts until January 3, 2067.

• Name: VSIP 3 Binh Duong Industrial Park
• Location: Hoi Nghia Ward, Tan Uyen Town, Tan Lap Commune, Bac Tan Uyen District, Binh Duong Province
• Total area: 1,000 ha (Phase 1: 196.45 ha; Phase 2: 803.55 ha)
• Operation period: 50 years (until 2067)
• Occupancy rate: 15%
• Permitted industries: Electronics, electricity, automobile manufacturing and assembly, mechanical engineering, supporting industries for high technology, textiles, food and beverages, warehousing and logistics.
• Construction regulations: Maximum construction density of factory/warehouse land plots is 70%. For factory plots with more than 5 production floors, the maximum net construction density is 60%. Maximum construction height is 09 floors. Minimum green space ratio within factory premises is 20%.

The groundbreaking ceremony of VSIP 3 Binh Duong Industrial Park was held on March 19, 2022 at Hoi Nghia Ward, Tan Uyen Town, Binh Duong. This is the third VSIP-branded project in Binh Duong and the 11th VSIP Group project in Vietnam.

II. Location of VSIP 3 Binh Duong Industrial Park

VSIP 3 Binh Duong Industrial Park placed at a prime location on Ho Chi Minh City Ring Road 4, with convenient connectivity to My Phuoc – Tan Van Road leading to Cai Mep – Thi Vai Port (Ba Ria – Vung Tau), Long Thanh International Airport (Dong Nai), and major international logistics hubs in Southern Vietnam. Ring Road 4 spans 197.6 km across 5 provinces: Ba Ria – Vung Tau, Dong Nai, Binh Duong, Ho Chi Minh City, and Long An. The Ring Road 4 serves to connect major economic centers and satellite cities surrounding Ho Chi Minh City, implementing the Southern economic development plan and relieving population pressure from the city core.

Notably, to attract large-scale investors, the People’s Committee of Binh Duong Province invested VND 1,500 billion to expand the 12 km DT.746B route into a 6-lane road leading directly to VSIP 3 Binh Duong Industrial Park. This arterial route connects to the Bac Tan Uyen – Phu Giao – Bau Bang Axis Road and Ho Chi Minh City Ring Road 4.

• North: Adjacent to the planned Ring Road 5 (DT.745A) and Phase 1 (196.45 ha) of VSIP III Industrial Park
• South: Adjacent to Ring Road 4 of Ho Chi Minh City Region Plan
• East: Adjacent to residential land of Tan Lap Commune, Bac Tan Uyen District
• West: Adjacent to rubber land of Phuoc Hoa Rubber JSC and Phase 1 (196.45 ha) of VSIP III Industrial Park

III. Infrastructure of VSIP 3 Binh Duong Industrial Park

Phase 2 of VSIP 3 Binh Duong Industrial Park is planned as follows:

Internal transportation

• Road No. 1, No. 7, D6: roadway width 12 m, pavement 8 m (factory side), 2 m (green area side), right-of-way 22 m. D6 Road has 12 m roadway, 8 m pavement on each side, right-of-way 28 m.
• Roads D1, D2, D5, No. 2, No. 3, No. 5, No. 6: roadway width 15 m, pavements 2×8 m, right-of-way 31 m.
• D4 Road: right-of-way 41 m.

Power supply system

• Power supply sources for substations will be from Bac Tan Uyen 200kV station, Uyen Hung 220kV station, and Binh My 220kV station via 110kV lines.
• By 2050, three 110kV substations with a capacity of 2x80MVA each will be arranged for Phase 2.
• Within the IP, 110/22kV substations and 110kV high-voltage lines will be constructed according to the approved subdivision plan, with protective corridors for the grid.
• A 50 ha solar energy farm will provide on-site power for large factories, contributing to environmental protection.
• From the 110/22kV substations, 22kV distribution lines will supply electricity to the planned area.

Clean water supply system

• Sources: From the D600 pipeline of Nam Tan Uyen Water Plant with capacity 70,000 m³/day, and the D600 pipeline of Uyen Hung Water Plant with capacity 40,000 m³/day.
• To ensure water pressure, Booster Pump Station No. 1 will be built in the southwest of the IP on D1 Road with capacity 23,000 m³/day-night, and Booster Pump Station No. 2 in the southeast on D6 Road with capacity 38,000 m³/day.

Wastewater treatment system

• Two wastewater treatment plants with total capacity 38,000 m³/day. Plant No. 1 (Phase 1, 196.45 ha) has one module with a capacity 6,000 m³/day. Plant No. 2 (Phase 2, 803.55 ha) has five modules with capacity 6,000 m³/day-night and one module with capacity 2,000 m³/day, totaling 32,000 m³/day.
• Plants will be equipped with automatic wastewater quality monitoring systems, with 10 m green buffer zones around them as per regulations.
• Wastewater will be treated to Grade A of QCVN 40-2011/BTNMT. After treatment, part of the water will be reused for irrigation, street cleaning, and fire-fighting.

V. Enterprises Operating in VSIP 3 Binh Duong Industrial Park

Although newly launched, VSIP 3 Industrial Park has attracted interest from more than 30 companies seeking to develop production, equivalent to 176 ha of industrial land and an estimated investment capital of USD 1.8 billion. By May 2025, VSIP 3 Binh Duong Industrial Park had attracted 8 projects with total registered capital exceeding USD 1.6 billion. Notable projects include:

• The world’s first carbon-neutral factory of LEGO Group, with an investment of USD 1.3 billion on 44 ha. The project, powered entirely by solar energy, will create over 4,000 jobs once operational.
• Pandora Production Vietnam jewelry factory, with a value of USD 150 million by Danish fashion brand Pandora. Expected to commence operations in 2026, with an annual output capacity of up to 60 million jewelry products and creating more than 7,000 jobs.
• Giant Manufacturing (Taiwan) bicycle factory project, with an investment scale of approximately USD 120 million
