HOANG DIEU INDUSTRIAL PARK, HAI DUONG PROVINCE

Hoang Dieu Industrial Park was approved for the 1/2000 Zoning Plan under Resolution No. 92/NQ-HĐND dated October 18, 2024, by the former Hai Duong Provincial People’s Council, and received Investment Policy approval in June 2025.
Accordingly, Hoang Dieu Industrial Park covers a total area of more than 245 hectares with a total investment capital of nearly VND 3,400 billion. Once operational, it is expected to create jobs for approximately 11,500 workers.

  • Public utility service area: up to 5 floors, maximum height 30 m
  • These areas are allowed a maximum of 1 basement floor for technical infrastructure and parking.

II. Location of Hoang Dieu Industrial Park

Hoang Dieu IP boasts a prime location adjacent to the Hanoi – Hai Phong Expressway and close to major national highways such as National Highway 5A, 37, and 38. This strategic location enables optimized supply chain management and enhanced operational efficiency for enterprises leasing infrastructure here.

Boundaries:

• North: Adjacent to the Hanoi – Hai Phong Expressway in Gia Khanh Commune and Gia Loc Town
• South: Adjacent to agricultural land and residential areas of Phong Lam, Van Lam, and Truc Lam villages in Hoang Dieu Commune
• East: Adjacent to Provincial Road 191D, agricultural land of Gia Khanh and Hoang Dieu communes, and Dai Luong village residential area in Hoang Dieu Commune
• West: Adjacent to National Highway 37 and Gia Loc Industrial Park

Transport Connectivity:

• Distance to Hanoi City Center: 57 km
• Distance to Hai Phong City: 45 km

III. Infrastructure in Hoang Dieu Industrial Park

According to the master plan, the IP will be developed with synchronized and modern technical infrastructure. It will include a system of public social facilities such as accommodation facilities, commercial and service centers, cultural and sports areas, healthcare facilities, and green parks to serve workers, employees in the industrial park, and nearby residents.

Below is the detailed planning of the project:

• Internal Traffic System: Road cross-sections of 48.0 m; 27.25 m; 23.0 m; 19.25 m; and 7.5 m.

• Power supply system: Sourced from the 110/22kV Gia Loc substation with a capacity of 2x63MVA. Transformer substations (TBA) will be arranged to supply electricity to the administrative service area, technical infrastructure land, and lighting system. The existing 35kV power line will be relocated and installed within the median strip or sidewalks along the planned roads.
• Clean water supply system and price: The total water supply demand for Hoang Dieu Industrial Park is about 9,800 m³/day. The supply capacity can be adjusted based on the actual demand of secondary projects. Water supply pipes will have diameters ranging from D50 to D400. Fire hydrants will be installed along the water supply network at intervals of 150 m/hydrant.
• Wastewater treatment system and fees: The wastewater treatment plant will be located on lot HT3.1, with a treatment capacity of approximately 6,000 m³/day. The main wastewater collection pipes will have diameters ranging from D400 to D500.
