YEN LU INDUSTRIAL PARK, BAC GIANG PROVINCE

Yen Lu Industrial Park was approved for investment policy under Decision No. 2242/QD-TTg dated December 31, 2021, by the Prime Minister, and officially established under Decision No. 29/QD-UBND dated January 12, 2022, by the People’s Committee of Bac Giang Province. The project covers a total area of 377 hectares with a total investment capital of VND 2,691.989 billion (nearly VND 404 billion in investor equity, the remainder mobilized from other sources). It is located in Yen Lu Commune, Yen Dung District, now part of Bac Giang City, Bac Giang Province.

Yen Dung District falls under Region 3 of Vietnam’s wage classification, with a minimum wage of VND 3,430,000/month.

II. Location of Yen Lu Industrial Park

Yen Lu IP boasts a prime location along National Highway 17, adjacent to the Nham Son – Yen Lu Industrial Park to the east. This is an ideal position with convenient connectivity to Noi Bai International Airport, Hai Phong International Seaport, and major cities such as Hanoi, Bac Ninh, and Bac Giang, via National Highways 1A and 18.

Additionally, the park is situated near several major regional industrial parks – including Quang Chau IP, Van Trung IP in Bac Giang, and Que Vo IP in Bac Ninh – forming a synergistic industrial network that supports business development. Thanks to its strategic location and synchronized planning, Yen Lu Industrial Park plays a key bridging role in the industrial economic development of the Bac Ninh – Bac Giang region.

III. Infrastructure of Yen Lu Industrial Park

As of April 2025, Yen Lu Industrial Park has completed all essential administrative procedures related to planning, investment, environmental assessment, and fire safety. The investor has finalized the construction of the central wastewater treatment plant and completed 55% of the internal road system. Technical infrastructure for land lots CN01 to CN06, covering an area of 59.84 hectares, has been fully developed. In addition, the installation of medium-voltage power poles and insulators, along with the clean water supply system has been completed. These milestones affirm that Phase 1 of the project is progressing on schedule, ready to welcome manufacturing enterprises seeking a well-prepared industrial base.

Below is the detailed technical infrastructure plan for Yen Lu Industrial Park:

Internal Roads:
The main roads within the industrial park have a cross-sectional width of 38 meters, with a carriageway width of 2×12 meters (24 meters in total). The branch roads have a cross-sectional width ranging from 22.5 to 37 meters, with carriageway widths of 10.5m, 15m, and 18m. The internal road system is designed with wide medians and sidewalks planted with trees on both sides.

Power Supply System:
The electricity system for industrial operations is supplied by a 35kV medium-voltage line running through the project, sourced from the 110kV Song Khe – Noi Hoang intermediate substation. In the future, Yen Lu IP will be supplied by three sources with a total capacity of approximately 86.6 MVA:

• Yen Lu 110/22kV substation with a capacity of 2×63 MVA
• Yen Dung 220/110kV substation
• Yen Lu 2 110/22kV substation with a capacity of 2×63 MVA, supplying power to Yen Lu IP and surrounding areas

Clean Water Supply System:

• The water for industrial use in Yen Lu IP is supplied by the water treatment plant of Nam Son Trading and Construction JSC.
• In the future, water will be sourced from the DNP Bac Giang clean water plant, with a total capacity of 60,000 m³/day.

Wastewater Treatment System:

• All wastewater generated within the industrial park will be treated on-site before being collected and processed at the centralized wastewater treatment plant. The treated water will meet Type A standards before being discharged into the environment.
• Treatment capacity: 12,000 m³/day.

Other Utilities:

• A separate drainage system for rainwater and wastewater
• Firefighting system with hydrants placed every 100 to 150 meters
• Solid waste collection system; Telecommunications system; Internal green tree system; On-site static parking areas

IV. Investment costs in Yen Lu Industrial Park

• Infrastructure management fee: USD 2/m²/year
• Electricity price:
  • Normal hours: 1,526 VND/kWh (~USD 0.065/kWh)
  • Night hours: 989 VND/kWh (~USD 0.042/kWh)
  • Peak hours: 2,817 VND/kWh (~USD 0.119/kWh)
• Clean water price: To be updated
• Wastewater treatment fee: 6,500 VND/m³

V. Investment incentives in Yen Lu Industrial Park

Enterprises operating in Yen Lu IP are entitled to the following investment incentives:

• Exemption from land rental fees payable to the State for 11 years
• Corporate Income Tax (CIT): Preferential tax rates lower than the standard rate for a specified period or throughout the project duration. Exemption from CIT for 2 years (from the time taxable income is generated) and 50% reduction for the next 4 years
• Import tax exemption for imported goods used to create fixed assets, and for raw materials, supplies, and components used to implement the investment project

VI. Companies in Yen Lu Industrial Park

As of early 2025, Yen Lu Industrial Park has attracted 7 investment projects, including 6 FDI projects and 1 domestic DDI project. Below are some notable enterprises currently operating in the park:

• ECONY Vina Co., Ltd. – Electronic component manufacturing plant at lot CN.01 with a scale of 4 hectares
• Yonz Technology Vietnam Investment Co., Ltd. – Project for manufacturing and processing aluminum frames for the solar energy industry at lot CN-02, covering 10 hectares with a total investment of USD 42 million. Once stable operations commence, the project is expected to contribute approximately VND 187 billion/year to the State budget through corporate income tax
