The investment project to build and operate infrastructure of Xuan Cau industrial park and non-tariff zone was approved by the Prime Minister as an investment policy according to Decision No. 535/QD-TTg dated April 1, 2021. scale of 752ha, including 369ha of industrial production area and 173ha of warehouse and logistics service area.

I. Overview of Xuan Cau Industrial Park and Non-Tariff Area

  • Area: 752 hectares, including 369 hectares of industrial production area and 173 hectares of warehouse and logistics service area
  • Operating time: 50 years (2021 – 2071)
  • Fill rate: 5%
  • Industries attracting investment: clean industry, consumer electronics industry, supporting industries, export production, logistics services, warehouse construction, bonded warehouses and tax-protected warehouses and other projects suitable for the non-tariff area.

The formation of Xuan Cau Industrial Park and non-tariff zone along with the system of deep-water wharves of Lach Huyen International Port will contribute to creating an increasingly perfect structure of technical infrastructure, maximizing the value chain of Lach Huyen international port as well as the non-tariff – logistics and industrial zone in this area.

II. Geographical location of Xuan Cau Industrial Park and Non-Tariff Area

Xuan Cau Industrial Park and Non-Tariff Area has a 6 km boundary adjacent to Lach Huyen deep-water port, so it has extremely convenient sea traffic connection.

III. Infrastructure in Xuan Cau Industrial Park and Non-Tariff Area

Xuan Cau Industrial Park and Non-Tariff Area have currently been invested in basic technical infrastructure such as roads, electricity supply, water supply, centralized wastewater treatment system…

Internal traffic: the main road of the industrial park has a cross-section width of 45-50m and is designed with 6 lanes. Internal roads have a cross-section width of 20m-40m, of which the roadbed width is 10m-21m. Traffic routes are arranged in a checkerboard pattern with a full system of trees, sidewalks and lighting systems.

Power system: power source for Xuan Cau industrial park and non-tariff area can be taken from 02 110kV lines from Hai Phong and Quang Ninh through 02 transformer stations in the area with a capacity of 5*63 MVA and 4*64 MVA. The investor arranges 22kV underground lines according to the planned connection routes to the land lot according to the investor’s request.

Clean water system: water source for production in the industrial park is taken from Dinh Vu and Hai Phong city through 03 water supply pipelines, with a total capacity serving the entire Cat Hai island area of more than 97,648 m3 /day and night, ensuring good response capacity for the industrial park.

Wastewater treatment system: wastewater produced in Xuan Cau industrial park is collected and treated at a centralized wastewater treatment station before being discharged into the environment. The industrial park’s wastewater treatment system has a total treatment capacity of 9,500 m3/day and night including 02 stations, station No. 01 has a capacity of 2,500 m3/day and night, station No. 02 has a capacity of 7,000 m3/day and night.

IV. Investment incentive policies of Xuan Cau Industrial Park and Non-Tariff Area

Enterprises in Xuan Cau Industrial Park and Non-Tariff Area enjoy preferential investment policies as follows:
Regarding corporate income tax: A preferential tax rate of 10% is applied within the first 15 years of the project. At the same time, 100% corporate income tax is exempted within the first 04 years and corporate income tax is reduced by 50% within the next 09 years.
Regarding import-export tax and VAT: businesses investing in non-tariff zones are exempt from import-export tax and enjoy a VAT rate of 0% according to Vietnam’s tax laws.
Regarding special consumption tax: Exemption from special consumption tax in case of purchasing goods from the domestic market or importing goods from abroad into the non-tariff zone (except for some types of goods)
In addition, investment projects in industrial parks are also supported by investors in investment licensing and construction licensing procedures and relevant agencies to quickly complete investment procedures.
