Phu My 3 Specialized Industrial Park, Ba Ria-Vung Tau Province

Phu My 3 Specialized Industrial Park was established under Decision No. 2565/QD-UBND dated October 22, 2009 of the People’s Committee of Ba Ria Vung Tau province. With a total investment of more than 6,000 billion VND, the industrial park has an area of 1,046 hectares divided into 3 phases, of which the area of industrial land for rent is 516.45 hectares. This is also the only specialized Industrial Park in Vietnam established by the Vietnamese Government in December 2014.

I. Overview of Phu My 3 Specialized Industrial Park

• Operating term: 50 years (2007 – 2057)
• Industry attracting investment: open to all industries that can activate the advantages of Cai Mep Deep Sea Port and rich resources (Electricity, Natural Gas, Water…) such as heavy industry, chemicals , medical equipment, pharmaceuticals, food, supporting industries…

II. Location of Phu My 3 Specialized Industrial Park

Strategically located, Phu My 3 Specialized Industrial Park is located in the Southern Corridor Economic Zone of Southeast Asia and the Southern Key Economic Region of Vietnam. This has made Phu My 3 Specialized Industrial Park attractive to domestic and foreign investors targeting industrial and manufacturing activities in Ba Ria-Vung Tau. The strategic location factor also helps investors import and export the company’s products abroad.

III. Infrastructure in Phu My 3 Specialized Industrial Park

Currently, the technical infrastructure system for phase 1 of the Project has been fully invested, modernized and supervised and accepted by Japanese experts, including: cement concrete road system reinforced steel; The rainwater drainage system along both sides of the roads is made of open ditches with large cross-sections to ensure the drainage of all rainwater in the industrial park; The wastewater collection system and water supply system are also invested in with HDPE pipes going underground along both sides of the roads; The power supply and communication systems are built entirely underground along the roads; Lighting systems; green trees.

• Power system: Stable power source is provided from Phu My Thermal Power Plant and Ba Ria Thermal Power Plant by Vietnam Electricity Group (EVN), with a total capacity of 4,100 MW. 22Kv voltage is supplied to customers’ fences in Phu My 3 Specialized Industrial Park by underground cable system.

• Clean water system: Water source is provided to the customer’s fence in Phu My 3 Specialized Industrial Park with a capacity of 100,000 m3/day and night by underground pipe system D225-D600 by Phu My Water Supply Joint Stock Company ( Wasuco) has a total capacity of 500,000 m3/day and night from two sources: Da Den Lake (33.8 million m3) and Song Ray (208 million m3) from Chau Duc district.
• Wastewater treatment system: The centralized wastewater treatment plant of Phu My 3 Specialized Industrial Park was designed and built by Kobelco Eco-Solutions, capable of treating wastewater to meet the most stringent column A standards and The first in Ba Ria Vung Tau province with capacity: 45,000m3/day and night.
• Gas station: Condensate and liquefied petroleum gas (LPG) are supplied from Dinh Co gas processing plant to Thi Vai LPG warehouse by underground pipeline passing through Phu My 3 Specialized Industrial Park next door. Natural gas pipeline runs parallel to the boundary of Phu My 3 Specialized Industrial Park from the Nam Con Son / Bach Ho gas pipeline system. Natural gas (NG) & Liquefied Petroleum Gas (LPG) are managed and distributed to customers in Phu My 3 Specialized Industrial Park by Sojitz Osaka Gas Energy Co., Ltd. using a 6-inch underground gas pipeline with technology. Maximum capacity is up to 15 million m3 of gas per month.

• Other utilities: Technical service works such as: water supply pumping station; electrical operator; Centralized wastewater treatment station with capacity of phase 1-1 is 9,000m3/day and night with modern equipment to treat wastewater to column A standards before discharging into the receiving environment.

IV. Investment costs

• Infrastructure use fee (current): 50 USD/m2 (for the entire land lease period until December 21, 2077);
• Management fee: 0.75 USD/m2/year
• Fee for logistics industry customers: 1 USD/m2/year (management fee will be adjusted annually, the adjustment will be made on the first working day of the year in January);
• Wastewater treatment fee: 0.35 USD/m3 (wastewater treatment fee will be adjusted annually, the adjustment will be made on the first working day of the year in January).
• Electricity price: calculated according to the price schedule issued by the State + maintenance fee
• Water supply price: calculated according to the price schedule issued by the State + maintenance fee

V. Investment incentives

Corporate income tax (CIT)

Enterprises in Phu My 3 Specialized Industrial Park receive corporate income tax incentives as follows:

• 17% of taxable income for the first 10 years from the year of revenue according to Decree No. 118/2015/ND-CP & Decree No. 218/2013/ND-CP of the Government.
• Tax exemption for the first 2 years from the year of taxable income, and a 50% reduction for the next 4 years, after the new investment project has taxable income according to Decree No. 218/2013/ND-CP of Government.

Import Tax

• Tax exemption on goods and machinery in the petroleum and gas industry.
• Tax exemption on machinery and goods used to create fixed assets to implement investment projects.
• Tax exemption for machinery and equipment that cannot be produced domestically.

Land for rent

• The lease term at Phu My 3 Specialized Industrial Park is 70 years (2007-2077), 20 years longer than the normal lease term at other industrial zones which is 50 years.
• Land lease fee is exempted for 20 years after Phu My 3 Specialized Industrial Park completes construction and comes into operation (from 2018) (exact time depends on the location of the land lot).
