The investment policy of the construction and infrastructure business of Industrial Zone No. 3 was approved in Decision No. 1771/QĐ-TTg dated October 20, 2021, by the Prime Minister. Accordingly, Industrial Zone No. 3 has a planned area of 159.71 hectares, with 115 hectares of industrial land available for lease. The land lease term is until October 20, 2071. Over VND 2,300 billion is invested into Industrial Zone No.3 with the commitment to green, modern, advanced, and high-quality industrial zone standards.

I. Overview of Industrial Zone No. 3 – Hung Yen

RSL Group would like to introduce Industrial Zone No. 3 in Hung Yen as follows:

Human Resources:
Hung Yen shares a border with three regions with the largest labor sources in the country, making it easy to attract workers to the center. Within a 60 km radius, Hung Yen is adjacent to five provinces with the largest labor force in the Red River Delta – an area with the highest labor quality in the country. The local labor force is about 705,000 people, accounting for 59% of Hung Yen’s population. The area hosts 28 universities and colleges, including two international universities: British University Vietnam and Tokyo Medical University.

Located in the heart of the Red River Delta – the most developed area in Vietnam and being a part of the “Northern Key Economic Triangle” Hanoi – Hai Phong – Quang Ninh, Hung Yen Province boasts numerous advantages in geographical location, regional connectivity, infrastructure, and a young, abundant labor force. Industrial Zone No. 3 is a key project of Hung Yen Province at present, aimed at attracting investment and significantly contributing to local economic development.

II. Location of Industrial Zone No.3 – Hung Yen

Transportation system:

Waterway: River transport route using barges along the Red River, from Viet Tri port (Top 3 river ports in the North) to Hai Phong seaport.

Roadway: Hung Yen is the crossroads of major northern highways such as Hanoi – Hai Phong Expressway, Northwest Expressway, and Hanoi – Thai Thinh Expressway.

Railway: A 102 km railway line from Hanoi – Hung Yen – Hai Duong – Hai Phong (planned to meet international standards), and another route from Hai Phong – Hanoi – Yunnan, China.

Terrain – geology – natural conditions

  • Average rainfall: 1,550 mm/year; average temperature: 23.3°C; typhoon impact: Minimal, with an average probability of 2.8% per year
  • Terrain: 100% flat plains, average elevation of 1.92 meters, slope of 14 cm/km
  • Geology: almost no earthquakes. Reference ground acceleration index agR is 0.0808.

Geographic Location of Industrial Zone No. 3

Industrial Zone No. 3 is adjacent to the road connecting the Hanoi – Hai Phong Expressway and the Cau Gie – Ninh Binh Expressway and approximately 1 km from the junction to the Hanoi – Hai Phong Expressway. The industrial zone is situated at the center of the Ly Thuong Kiet Industrial and Urban Service Area, which covers a total area of 2,916 hectares.

  • To Hanoi city center: approximately 35 km (30 minutes by car)
  • To Noi Bai International Airport: 50 km (45 minutes via expressway)
  • To Cat Bi Airport and Dinh Vu – Hai Phong Seaport: about 80 km (60-70 minutes via Hanoi – Hai Phong Expressway)
  • To Red River Port: about 10 km
  • To Hai Phong Port: 75 km
  • To Quang Ninh Deep-water Port: 120 km

III. Infrastructure in Industrial Zone No. 3 – Hung Yen 

Industrial Zone No.3, Hung Yen Province

Industrial Zone No. 3 has all the features of a modern industrial-urban-service complex. For example, it has an Inland Container Depot (ICD), urban areas, and an industrial zone with comprehensive amenities. Moreover, on-site customs services and procedures will reduce costs and time for businesses. The urban area will provide housing, offices, schools, hospitals, supermarkets, and various other amenities for workers and experts. This helps businesses maintain a stable workforce and creates a strong leverage to elevate the provincial economy.

Industrial Zone No. 3 is developed in an ecological and intelligent approach: a sustainable ecological environment following the “green industry” model, along with modern information technology that intelligently connects the amenities and infrastructure of the industrial zone.

As of the end of April 2023, the Industrial Zone No. 3 Hung Yen project has nearly completed land clearance and has started construction according to the planned schedule. The infrastructure is expected to be handed over to investors in the fourth quarter of 2023.

Below is the infrastructure planning in Industrial Zone No. 3:

Internal roads:

The district road ĐH.41 passing through the industrial zone has a cross-sectional width of 46.0 meters, with a roadway width of 12.0 meters x 2, sidewalks 9.0 meters x 2, and a median strip of 4.0 meters.

The main road within the industrial zone, from the connecting road between the two expressways to the functional areas, has a cross-sectional width of 39.0 meters, with a roadway width of 7.5 meters x 2, sidewalks 7.0 meters x 2, and a drainage canal 10 meters wide.

Other roads have a cross-sectional width of 26.0 meters, with a roadway width of 12 meters, and sidewalks 7.0 meters x 2.

Electric system: The total electricity capacity for the entire Industrial Zone No. 3 is about 39,000 kW. The industrial zone’s investor will invest in one 110/22kV substation to supply power to the entire industrial zone. The electrical network will be installed underground and along the internal roads within the industrial zone. Businesses will invest and build their own substations based on their consumption capacity.

Clean water supply system: The total water demand for the entire Industrial Zone No. 3 is approximately 10,000 m³/day and night. Water is sourced from the D400 water supply pipeline running along the connecting road between the Hanoi – Hai Phong and Cau Gie – Ninh Binh expressways. Water is supplied from the Da Trach and Tan Viet clean water plants, part of the water supply system of Huy Phat Construction Joint Stock Company. The water supply system extends to the boundary of each plot of land.

Wastewater treatment system: A wastewater treatment plant with a processing capacity of 7,500 m³/day and night will be constructed. The wastewater drainage system in Industrial Zone No. 3 is designed as a completely separate system. All industrial and domestic wastewater must be treated by the factories to meet at least Column B standards (QCVN 40:2011/BTNMT) before being discharged into the common wastewater drainage system of Industrial Zone No. 3.

Telecommunication system: The telecommunications cable system meets international standards, ready to support 24-48 lines/ha. Underground fiber optic cables are directly connected to the boundaries of the enterprises.

Fire protection system: The water supply system and fire hydrants are arranged along the roads in the industrial zone, with a maximum distance of 150 meters between hydrants.

Other amenities:

  • The lighting system is installed along the roads within Industrial Zone No. 3. Green spaces occupy 13.81% of the total area, with a mix of centralized green areas and roadside greenery, creating an overall landscape for the industrial zone. The investor will invite banks to open transaction offices within the industrial zone to meet the financial transaction needs of businesses in the area.

IV. Investment Incentives in Industrial Zone No. 3 – Hung Yen

Corporate Income Tax

  • A tax rate of 10% for a period of 15 years, with a 4-year tax exemption, and a 50% reduction in payable tax for the following 9 years on income from new investment projects in certain specially incentivized sectors as stipulated by the corporate income tax law.
  • A tax rate of 17%, with a 2-year tax exemption, and a 50% reduction in payable tax for the following 4 years on income from new investment projects in sectors such as: high-grade steel production; energy-saving product manufacturing; machinery and equipment production for agriculture, forestry, aquaculture, and salt production; irrigation equipment production; and animal feed production and refinement for livestock, poultry, and aquatic products.
  • A 2-year tax exemption and a 50% reduction in payable tax for the following 4 years for enterprises implementing new investment projects in industrial zones.

Import Tax

  • Investment projects in Industrial Zone No. 3 are exempt from import tax on goods imported to create fixed assets in accordance with the Export and Import Tax Law.

Other Incentives

  • Provincial Investment Incentives and Support: The “Japanese Business Support Unit” specializes in assisting Japanese companies with procedures. “One-stop” administrative procedures ensure transparency and simplification by the local government.
  • Incentives from the Industrial Zone No. 3 Investor: Assistance with administrative procedures (registration, investment licensing, planning and construction permits, etc.) and support with labor recruitment.
