The Ministry of Planning and Investment has proposed 6 groups of policies for accelerating the development of industrial parks and economic zones.

At the regular Government press conference on the afternoon of April 3, Deputy Minister of Planning and Investment Do Thanh Trung announced that the Ministry is proposing a law, tentatively called the Law on Industrial Parks and Economic Zones. The draft Law has been sent to the Ministry of Justice for comments, which will be incorporated to finalize the proposal for the construction of this draft law.
The policies, categorized into six groups, target various aspects of industrial growth and align with global trends such as green and digital economies.
Firstly, a group of policies to support projects fostering inter-sectoral linkages within industrial parks and economic zones. Although we have experience in implementing some projects like this in some areas, ones on a large scale have not yet been carried out.
Secondly, a group of policies to support specialized, dedicated, and highly specific industrial parks.
Thirdly, developing modern and smart industrial parks that attract new investment sectors in the digital economy and green economy such as chips, semiconductors, materials industry, and innovation. At the same time, it is necessary for these sectors to be aligned with new trends in energy use, especially green energy and renewable energy in these areas.

Fourth, stimulating integrated urban areas, which feature industrial parks supporting services and urban development.
Fifth, additional preferential policies and regulations on taxes, fees, financial policies, capital, etc., especially for enterprises in the ecosystem operating in specialized industrial parks. That is to ensure that enterprises are encouraged to invest in specialized industrial parks and to foster their development.
Finally, the ministry aims to streamline administrative procedures to create a more favorable environment for investors, introducing pilot programs and new regulations.
