I. Overview of Yen Quang Industrial Zone

As demonstrated in the approved plan, the Yen Quang Industrial Zone is located in Yen Quang commune, Yen Son district, Hoa Binh province and has a total area of 200.11 hectares. The project has the investment up to 1,610 billion VND, which is implemented in 3 phases: Phase 1 involves completing investment procedures and land clearance for 36 hectares, Phase 2 includes infrastructure construction and land clearance for 164 hectares, and Phase 3 focuses on completing the entire industrial park infrastructure.

II. Location of Yen Quang Industrial Zone

Yen Quang Industrial Park is situated near the northwest gateway of the capital city and is contiguous to the Hoa Lac – Hoa Binh expressway. This strategic location paves the way for easy and convenient access to the “expanded Hanoi”, while also serving as a vital transport hub connecting Hanoi with the northwest region along the economic corridor of Hanoi – Hoa Binh – Moc Chau – Son La – Lai Chau.

III. Infrastructure in Yen Quang Industrial Zone

Internal road: Main road 41m, branch road 20.5m; meeting H30 load standards. Stable geological conditions, ground intensity reaching K98.

Power supply system: 35kV voltage at the factory gate, connected from the 110/35/22kV transformer substation, supplying power to the fence line of the factories, ensuring production for workshops within Yen Quang Industrial Zone. 

Clean water supply: Clean water supplied from the Da River surface water source and groundwater source through a clean water treatment plant with technology meeting the standards of the Ministry of Health. Capacity up to 8,266 m3/day, supplying clean water to the fence line of the factories.

Water drainage system: Drainage system with canals (WxH: 20×4), large-scale box culverts ensuring rapid water drainage.

Wastewater treatment system: Capacity of 5,000 m3/day, using MBBR biofilm technology following the AO process, with output meeting Class A standards according to QCVN 40:2011/BTNMT standards.

• One-gate support services: Investment license issuance, business establishment, personnel registration, tax code registration, and seal engraving.

V. Investment incentives in Yen Quang Industrial Zone

Corporate income tax: (Based on Decree 218/2013/NĐ-CP)

• Standard sectors: Preferential tax rate of 17% (from 01/01/2016), tax exemption for 02 years, 50% reduction for the next 04 years.
• Priority sectors: Either a preferential tax rate of 10% for 15 years, tax exemption for 04 years, 50% reduction for 5-9 years, or application of a 10% tax rate to tax exemption for the project’s entire life.

Land rental fees:

Be exempt from land rental fees for 7-15 years (Based on Decree No. 46/2014/NĐ-CP). Additionally, all businesses are exempt from land rental fees during the basic construction period, with a maximum of 03 years.

Tax exemption:

• Importation of machinery, equipment, specialized vehicles for domestic production technology chains that have not yet been manufactured in Vietnam (Based on Decree No. 18/2021/NĐ-CP, dated 11/3/2021).
• Industries in the province’s priority list will enjoy other incentives regarding capital, labor training support, advertising expenses, etc.

Other incentives: 

Enterprises in industrial zones employing 10 or more local workers are incentivized 300,000 VND to 1,000,000 VND per local worker by Hoa Binh province to train local workers.

• Support for business establishment: Tax code registration; Seal engraving; Opening bank accounts; Registering human resources.
