Tien Tien Industrial Cluster, Hoa Binh Province

Tien Tien Industrial Cluster was established under the Decision No. 1123/QĐ-UBND dated May 22, 2020, by the People’s Committee of Hoa Binh Province. The project is part of the Tien Tien industrial – urban – service complex with a total area of 82.36 hectares, of which the industrial cluster area is 70.18 hectares. 

I. Overview of Tien Tien Industrial Cluster

II. Location of Tien Tien Industrial Cluster

Tien Tien Industrial Cluster is strategically located next to the Hanoi – Hoa Binh Expressway and adjacent to the “western gateway” of Hanoi. Furthermore, the project directly benefits from the expansion of the expressway to six lanes which facilitates easy transportation to provinces in the Northern Key Economic Region such as Hanoi, Hai Phong, Quang Ninh, Hung Yen, Vinh Phuc, as well as provinces in the Northwest Region like Son La and Dien Bien.

V. Investment incentives in Tien Tien Industrial Cluster

Businesses in Tien Tien Industrial Cluster are eligible for the following investment incentives:

Incentives: 

• Land rent exemption: Up to 15 years of exemption for renting land in its natural condition (until 2035). After the 15-year exemption period, rent will be paid according to the rates set by the Hoa Binh Provincial People’s Committee.
• Discounts for high investments: 15% reduction for investments over $200 million; 10% reduction for investments between $100 million and $200 million; 5% reduction for investments between $50 million and $100 million.

Corporate income tax incentives:

• For projects not in preferred sectors: A tax rate of 17% for the first 10 years. Tax exemption for the first 2 years, and a 50% reduction for the next 4 years.
• For projects in preferred or specially preferred sectors: A tax rate of 10% for the first 15 years. Tax exemption for the first 4 years, and a 50% reduction for the next 9 years.

Support from the developer: 

• Tenant care: Supporting investors in the process of applying for an Investment Registration Certificate (IRC) and executing post-licensing procedures during the business establishment phase; assistance in resolving issues that arise during business operations.
• 4.0 management services: Regular maintenance of infrastructure and public utilities; landscaping and green space care; 24/7 security services; remote technical support and administrative management assistance.

VI. Investors in Tien Tien Industrial Cluster

Up until now, some factories have been put into operation in Tien Tien Industrial Cluster, which created hundreds of jobs for local people. For example, Silicon factory employs about 60 workers, TMC laundry factory has about 200 – 300 workers and PVC wood plastic company, which started construction in 2023 December, has approximately 60 employees.
