The Expanded Phuc Dien Industrial Park, Hai Duong Province

The expanded Phuc Dien Industrial Park was approved by the Prime Minister in Decision No. 398/QĐ-TTg dated March 19, 2021, and established according to Decision No. 995/QĐ-UBND dated March 31, 2021, by the People’s Committee of Hai Duong Province. The initial investment registration certificate No. 4170136014 was issued on April 5, 2021, by the Management Board of Industrial Parks of Hai Duong Province.

The project was approved for detailed construction planning under Decision No. 1058/QĐ-UBND dated May 16, 2012, by the People’s Committee of Hai Duong Province, and the environmental impact assessment report was approved under Decision No. 2561/QĐ-BTNMT dated December 24, 2021, by the Ministry of Natural Resources and Environment.

I. Overview of expanded Phuc Dien Industrial Park 

The expanded Phuc Dien Industrial Park covers an area of 235.64 hectares, of which 160.76 hectares are designated for industrial land. The project has a total investment of VND 1,802 billion and is expected to be completed within 36 months. The operation period of the expanded Phuc Dien Industrial Park is 50 years (until March 19, 2071).

• Labor force: The expanded Phuc Dien Industrial Park is located in a densely populated area with an abundant labor force from Binh Giang District and neighboring districts such as Cam Giang, Gia Loc, and Thanh Mien. The average salary for unskilled labor ranges from USD 180 to 250 per person per month, while that for skilled labor ranges from USD 261 to 435 per person per month.

II. Location of expanded Phuc Dien Industrial Park

The expanded Phuc Dien Industrial Park is located on both sides of a 55-meter wide road and is adjacent to the planned specialized economic zone of Hai Duong province. The Industrial Park has one side connected to National Highway 5A and another side connected to the Hanoi – Hai Phong Expressway. Thanks to this favorable location, the project facilitates easy transportation and trade along key routes such as National Highway 5A, the Hanoi – Hai Phong – Quang Ninh Expressway, and the Hanoi – Quang Ninh Railway.

Notably, the Phuc Dien Bridge over the Sat River and the road leading from the bridge to the expanded Phuc Dien Industrial Park have a total length of 430 meters. This is part of the Provincial Road 394B construction project, connecting National Highway 5 with the Hanoi – Hai Phong Expressway. The project plays a key role as a major regional connection route linking Cam Giang and Binh Giang districts. Construction of the Phuc Dien Bridge began in September 2021 with a total investment of over 138 billion VND. Once completed, it will shorten the connection distance between the Binh Giang district project area and National Highway 5 by about 8 km, and will also connect to Provincial Road 292, Provincial Road 194, and numerous inter-district and inter-commune roads within Binh Giang district.

III. Infrastructure in expanded Phuc Dien Industrial Park

The expanded Phuc Dien Industrial Park are planned to have modern infrastructure as follows: 

• Internal road: the 55m- wide main route with 8 lanes, and 6m sidewalk for pedestrians with street lighting installed along the roads; branch road with 15m&22,5m lanes.
• Electricity supply system: 110/35/22kV national electricity with a capacity of 52 MVA
• Clean water supply system: has the capacity of 20.000 m3 per day and night.
• Wastewater treatment system: Wastewater treatment plant has a capacity of 8000m3/night
• Fire prevention and fighting system: The fire protection water supply system runs along the main and branch roads within the industrial park. Fire hydrants are installed every 150 meters.
• Telecommunication system: meets international standards which can fulfill the telecommunication needs of both international and domestic businesses within the industrial park.
• Service Infrastructure: banks and post offices surrounding the project area.

IV. Investment costs in expanded Phuc Dien Industrial Park

Management fee: 0,7 USD/m2/year; payment is due in the first month of each year

Electricity fee: 

• Peak hours: 3.360 VND/kwh
• Standard hours: 1.965 VND/kwh
• Off peak hours: 1.205 VND/kwh

Clean water price: About 14.500 VND/m3 according to Decision issued by People’s Committee of Hai Duong Province

Wastewater Treatment Fee: Minimum of 17,000 VND/m³ based on the wastewater standard QCVN 40:2011 (calculated as 80% of the clean water usage). The quality of treated wastewater meets Standard A.

V. Investment incentives in expanded Phuc Dien Industrial Park

Businesses in the expanded Phuc Dien Industrial Park enjoy the following investment incentives: 

• Land Lease Exemption: Up to 11 years until 2034.
• Corporate Income Tax (CIT): Exempt for the first 2 years and a 50% reduction for the following 4 years from the time taxable income is generated.
• Value Added Tax (VAT): Exempt on machinery, equipment, and materials not produced domestically and required to be imported for direct use in scientific research and technology development activities.
