The Expanded Dai An Industrial Park

The planning of The Expanded Dai An Industrial Park initially started taking shape in 2006 according to Document No. 1059/TTg-CP dated July 7, 2006, issued by the Prime Minister, with a total area of 470 hectares. The detailed construction planning for the Expanded Dai An Industrial Park was approved by the Hai Duong Provincial People’s Committee in Decision No. 4401/QD-UBND on December 22, 2006. Subsequently, the project was approved for a 1/2000 scale subdivision planning task according to Decision No. 2991/QD-UBND dated December 15, 2023, by the Hai Duong Provincial People’s Committee. 

After multiple planning adjustments, the Expanded Dai An Industrial Park covers a total area of 416.21 hectares with a total investment of 2,300 billion VND. This includes 189.02 hectares in Phase 1 and 227.19 hectares in Phase 2. 

Subdivision 1 (Phase 1), covering an area of 189.02 hectares, had its detailed construction planning adjusted and approved by the Hai Duong Provincial People’s Committee in Decision No. 1247/QD-UBND on May 17, 2016.

Subdivision 2 (phase 2) covering an area of 227.19 hectares, had its adjustment to the detailed construction planning for Phase 2 approved by the Hai Duong Provincial People’s Committee in Decision No. 621/QD-UBND on March 9, 2022.

I. Overview of the Expanded Dai An Industrial Park

Below is an introduction to the Expanded Dai An Industrial Park:

  • Location: Tu Minh Ward, Hai Duong City, Cam Doai Commune, Cam Dong Commune, Lai Cach Town, Cam Giang District, Hai Duong Province
  • Area: 416.21 hectares
  • Operation period: 50 years (Phase 2: 2022 – 2072) 
  • Occupancy rate: 50%
  • Preferred industries: Electronics assembly industry, mechanical industry, industrial machinery manufacturing, agricultural machinery manufacturing, high-tech industrial technology, and some types of light industry. 
  • Labor force: The population of Hai Duong Province in 2023 is 1,956,888 people, with over 60% of working age. The labor force aged 15 and above is 957,514 people. Hai Duong currently has 33 vocational education institutions and enterprises participating in vocational education activities.

Currently, the Expanded Dai An Industrial Park has a 90% occupancy rate for Phase 1. When Phase 2 is finished, the industrial park is expected to attract industries such as high technology, supporting industries, and light industry.

The Expanded Dai An Industrial Park is adjacent to National Highway 5 at Km45 (to the south), which lies in Hai Duong City and Cam Giang District.

  • To the North: Adjacent to the National Highway 5 service road
  • To the East: Adjacent to the Sat River, Kim Xa residential area, and Dai An Industrial Park
  • To the West: Adjacent to the residential area and Provincial Road 394
  • To the South: Adjacent to the residential area and agricultural fields of Cam Dong and Cam Doai Communes

  • To Tien Trieu River port: 1.5km
  • To Cao Xa railway station: 2km
  • To Noi Bai International Airport: 80km

III. Infrastructure in the Expanded Dai An Industrial Park

As of February 2024, the second phase of the Dai An Expanded Industrial Park (Cam Giang) covers an area of 226 hectares. Land clearance has been completed for 151 hectares (accounting for 66.5% of the total area), with 76 hectares (35% of the total area) still pending clearance.

By February 20, 2024, contractors had completed 21.5-hectare-ground leveling, which is nearly 10% of the total area of the Expanded Dai An Industrial Park. At the same time, 1.5 km of roads along with the drainage system, water supply, wastewater treatment plant, and lighting on routes 1A, 2.3, and 3 are basically completed.

Internal transportation:

  • The main North-South axis road, connecting with National Highway 5, has a cross-section of 39m (road surface 10.5m x 2, median 6m, sidewalk 6m x 2).
  • The main East-West axis road has a cross-section of 33m (road surface 10.5m x 2, median 2m, sidewalk 5m x 2).
  • Other roads have a cross-section of 17.5m (road surface 7.5m, sidewalk 5m x 2).

Power supply system: The temporary electricity system will utilize the pre-installed 22kV power line. The power sector will soon construct the Tu Minh substation to supply power to this industrial park by June 2024.

Clean water supply system: The water supply will be sourced from the Viet Hoa water plant.

Wastewater treatment system: The wastewater treatment plant has a treatment capacity of 2,500 m³/day and night.

IV. Investment Costs in Dai An Expanded Industrial Park

Land for Lease: Available for lease of 10,000 m² or more.

Factory for Lease: Available with sizes ranging from 1,000 m² to 10,000 m².

Management and maintenance fee: 20,000 VND/m²/year. This fee is payable annually in the first month of the year. 

Clean water usage fee: 14,500 VND/m³. The amount of clean water used is measured by the water meter.

Wastewater treatment fee: According to the fee schedule of the industrial park (applied based on each wastewater standard).

Electricity price:

  • Normal hours: 1,853 VND/kWh
  • Off-peak hours: 1,210 VND/kWh
  • Peak hours: 3,383 VND/kWh

V. Investment Incentives of Dai An Expanded Industrial Park

Enterprises in the Dai An Expanded Industrial Park are entitled to the following investment incentives:

  • Corporate Income Tax: 100% tax exemption for the first 2 years, a 50% tax reduction for the next 4 years.
  • Industrial Park Support: Investors leasing land in the industrial park will receive support from the developer in obtaining project investment permits and other operational support services such as logistics, customs, etc. 

VI. Enterprises in Dai An Expanded Industrial Park

According to the infrastructure developer, many secondary investors with large investment capital and high technology content are currently interested in investing in Phase 2 of the Dai An Expanded Industrial Park.
