The Texhong Hai Ha Industrial Park was established under Decision 648/QĐ-UBND dated March 11, 2016, by the Quang Ninh Provincial People’s Committee and was granted an investment certificate at the end of April 2014. To date, the developer has completed investment procedures, 1/2,000 scale construction zoning planning, approval of the Environmental Impact Assessment (EIA) report, basic design appraisal, procedures related to construction quality inspection, wastewater discharge into water sources documentation, and more.

III. Infrastructure in Texhong Hai Ha Industrial Park
Texhong Hai Ha Industrial Park has completed several technical infrastructure projects in Phase 1, including transportation, green spaces, wastewater treatment, and a clean water plant, ready to meet the needs of secondary investors. Additionally, land clearance efforts have been accelerated to ensure the availability of land for attracting secondary investors.
Internal roads in Texhong Hai Ha Industrial Park
Power supply system:
A new substation with a capacity of (2×250 + 3×63)MVA will be constructed according to the plan, with a total length of 3,400 meters for the 220 kV transmission line connecting to the national grid. In the initial phase, two 63 MVA transformers can be deployed, roughly equivalent to 20% of the projected load for the entire park. As the electrical load increases, the substation will be gradually upgraded to meet the required capacity. During the startup phase, when there is no grid power, diesel generators will provide local power supply.
An investment is planned for a thermal power plant within the industrial park with a capacity of about 2,000 MW (currently being added to Power Development Plan VII).
Clean water supply system:
Planned supply from the Ha Coi River and Truc Bai Son Lake (with a capacity of 11.5 million m³);
Quang Ha Water Plant with a capacity of 6,000 m³/day;
Quang Minh Water Plant with a capacity of 80,000 m³/day.
Drainage and wastewater treatment system:
Ensures compliance with regulations.
Discharge standards: Treated wastewater meets QCVN 40:2011/BTNMT (National Technical Regulation on Industrial Wastewater – Issued with Circular No. 47/2011/TT-BTNMT dated December 28, 2011).

As of October 2023, Texhong Hai Ha Industrial Park has attracted 19 secondary projects (including Jinko Solar) and 1 infrastructure project, with a total leased land area of approximately 262 hectares. The total registered investment capital of the 19 secondary projects and 1 infrastructure project exceeds $1.4 billion. The industrial park has provided regular employment for over 11,000 workers, with an average monthly income ranging from 9 to 11 million VND.
