Gia Binh II Industrial Park was approved to be added to the planning of industrial parks in Bac Ninh province in Official Dispatch No. 1511/TTg-KTN dated August 20, 2014 by the Prime Minister with an expected planned area of 250 hectares. The Detailed Planning at a scale of 1/2000 of the project was approved according to Decision No. 353/QD-UBND issued by the People’s Committee of Bac Ninh province on August 10, 2020. The Investment Policy was approved according to Decision No. 347/QD-Ttg issued by the Prime Minister on March 12, 2021. On April 12, 2021, Gia Binh II Industrial Park was established following Decision No. 128/QD-UBND of the People’s Committee of Bac Ninh province.
Accordingly, with a total planned investment capital of 3,956.8 billion VND, Gia Binh II Industrial Park has a land for use with a scale of up to 250 hectares, of which the area for factory construction is 167.23 hectares (66.89%).
I. Overview of Gia Binh II Industrial Park
Gia Binh II Industrial Park was approved and is expected to become a “highlight” and contribute to the overall infrastructure of industrial parks and clusters, which align with the socio-economic development plan of Bac Ninh province by 2020 and orientation towards 2030.
The project is modernly designed with advanced technology and to attract green industries to promote the economic development of the southern region of the Duong River and Bac Ninh province based on the model of eco-industrial park – circular economy – resource-efficient and environmentally friendly, utilizing solar and wind energy, reusing wastewater for production.

On July 9, 2023, Gia Binh II Industrial Park organized an official groundbreaking ceremony in Bac Ninh province. By the end of 2023, Hanaka Group had completed compensation and clearance work for about 245.5 hectares (reaching 98.2%). It had been allocated land by the provincial People’s Committee in two phases with a total area of 214 hectares; land use rights certificates had been issued for an area of 180 hectares.

III. Infrastructure in Gia Binh II Industrial Park
Designed to be a modern industrial park, Gia Binh II Industrial Park features a complete range of technical infrastructure, including a comprehensive network connecting to inland ports and international logistics hubs, a robust telecommunications system, well-developed social infrastructure, including schools, healthcare facilities, and wastewater treatment system.
Power supply for the planned area will be taken from the 110/35/22kV Van Ninh transformer station, with a planned capacity of 63 MVA.
The Gia Binh II Industrial Park power supply system will use a 22kV power grid designed in a radial loop combination.
Lighting: The power supply for the lighting system will be taken from the main transformer station’s lighting transformer cabinet or the transformer station of public areas. Underground Cu/XLPE/PVC/DSTA/PVC cables will be used for lighting.
Clean water supply system:
Clean water treatment plant with a capacity of approximately 9,500 m3/day and night, using Duong River surface water.
The water supply pipeline system is designed in a loop network combined with dead-end branches, using pipes with diameters ranging from D110 to D400 mm.
Fire Protection System:
Water supply network will provide water for production, domestic use, and fire fighting. Fire hydrants will be installed along the main water supply pipes with a service radius of approximately 150m.
Wastewater treatment system:
Wastewater treatment plant (closed-loop mechanical, chemical, and biological wastewater treatment with odor collection and treatment system) with a capacity of approximately 6,700 m3/day and night.
Treated wastewater will meet the A-QCVN40:2011/BTNMT standard before being discharged into the environment.
Two accident ponds for the centralized wastewater treatment system with a total capacity of 21,000m3 (02 accident ponds corresponding to 02 wastewater treatment modules, each accident pond has a capacity of 10,500m3).
Telecommunications System:
Total projected subscriber demand is approximately 9,500 subscribers.
The entire telecommunications system will be installed in technical trenches and cable ducts.
Other amenities: Parking lots, lighting system, green spaces, fire protection system…
IV. Investments costs in Gia Binh II Industrial Park
Infrastructure management and maintenance fee: 0.5 USD/m2/year
Electricity pricing: Applied according to EVN’s tariff rates
Water supply price: 11,500 VND/m3 (based on the actual amount of clean water used)
Wastewater treatment fee: Depends on the quality of the incoming wastewater

V. Investment incentives in Gia Binh II Industrial Park
Enterprises in Gia Binh II Industrial Park benefit from the following investment incentives:
Regarding land lease fees:
Exemption from land lease fees payable to the state for 13 years.
Regarding corporate income tax:
For standard projects: 100% tax exemption for the first 2 years and a 50% tax reduction for the following 4 years. The tax rate applied is 20% for 7 years.
For projects with industries under special encouragement: 100% tax exemption for the first 4 years and a 50% tax reduction for the next 9 years. The tax rate applied is 10% for 15 years.
Regarding import tax:
