Dong Van IV Industrial Park was officially established under Decision No. 1778/QĐ-UBND dated November 7, 2016, by the People’s Committee of Ha Nam Province. Previously, in 2014, Dong Van IV Industrial Park was known as Kim Bang Industrial Park and as Ascendas-Protrade Industrial Park in 2008. With a total investment capital of 1,910 billion VND, Dong Van IV Industrial Park covers an area of 300 hectares, with 227.27 hectares designated for industrial land.

• Wastewater treatment system: All wastewater generated from production activities in Dong IV Industrial Park is treated by a centralized wastewater treatment system with a capacity of 8,600 m³/day and night, capable of treating wastewater to Column A standards before discharge into the environment.
• Telecommunications system: An internationally standardized telecommunications system is ready to connect to each plot of land in the industrial park through a system of ducts and technical cables.
• Other amenities: Police station, polyclinic, bank, warehouse, fuel supply station, post office, etc., are located near the industrial park.

• Infrastructure: By the end of 2025, Dong Van IV Industrial Park is planned to have 11 social housing buildings covering over 15 hectares, with 2,021 social housing apartments available for rent and sale to workers.

IV. Investment Costs in Dong Van IV Industrial Park

• Management fee: USD 0.5/m²/year
• Annual land rental fee: USD 0.26/m²/year. Land rental is exempted for 3 to 15 years for projects on Ha Nam Province’s list of investment incentives.
• Electricity price: Applied according to EVN’s electricity tariff.
• Water supply price: VND 10,000/m³, subject to change by decision of the People’s Committee of Ha Nam Province.
• Wastewater treatment fee: USD 0.35/m³, calculated as 80% of the clean water used.
