Cong Hoa Industrial Park, Hai Duong Province

Located on Highway 18 (Km40+900) in Cong Hoa ward, Chi Linh city, Hai Duong province, Cong Hoa Industrial Park has a total area of 201 hectares owned by Vietnam Rubber Industrial Park and Urban Development Joint Stock Company being an investor. Total investment capital is 1,081 billion VND. The industrial park is being researched and proposed to invest in phase 2 with a total area of 02 phases up to over 350 hectares.

I. Overview of Cong Hoa Industrial Park

Cong Hoa Industrial Park has the planned location of the Industrial Park in Cong Hoa ward and Van Duc ward, Chi Linh city, Hai Duong province. Cong Hoa Industrial Park’s area was adjusted according to Planning Adjustment Decision No. 706/QDUBND dated March 26, 2015 of Hai Duong Provincial People’s Committee, accordingly, the area of the Industrial Park was adjusted to decrease by 155.6 hectares to 201.43 hectares (Adjusted to reduce 23.83 hectares in the Northern area to urban area land; Reduced planning area in the Southern area of the Industrial Park by 131.77 hectares), at the same time, the total area of industrial land for lease in the industrial park was adjusted to reduce to 145.54 hectares.

Production clean water supply system:

Cong Hoa Industrial Park has a clean water supply plant with a designed water supply capacity of 5,600 m3/day, ensuring production water supply for projects in the area.

Capable of increasing maximum water supply capacity to 20,000 to 25,000 m3/day.

Waste water treatment system:

Wastewater from factories in Cong Hoa Industrial Park will be treated through an internal centralized wastewater treatment system with a capacity of 2,000 m3/day.

The main road of the industrial park is 32 m wide (road bed is 15 m wide) and is designed with 4 lanes.

V. Costs in Cong Hoa Industrial Park

• Infrastructure rental price: 70 – 90 USD/m2 (land lease term until 2058) depending on the location of the leased land.
• Infrastructure management and maintenance fee: 0.4 USD/m2/year.
• Annual raw land rent: applied according to regulations of Hai Duong Provincial People’s Committee. The current applicable unit price is 0.225 USD/m2/year.
• Electricity supply price: According to the unit price of the electricity industry, paid directly to Hai Duong Provincial Electricity.
• Water supply price: 0.65 USD/m3 (monthly fee based on actual m3 usage).
• Wastewater treatment fee: 0.7 USD/m3 (collected monthly according to the actual amount of water discharged).

VI. Investment incentives

Regarding corporate income tax incentives:

Enterprises are exempt from tax for the first 02 years, and receive a 50% reduction in tax payable for the next 04 years. The time of application is calculated from the first year of taxable revenue generation or from the fourth year of operation, whichever comes first.

Regarding import tax:

Enterprises are exempt from import tax on goods to create fixed assets for projects, including:

-Equipment;

-Specialized transport vehicles used in technological lines and transport vehicles for transporting workers;

-Components, details, separate parts, spare parts, fixtures, molds, accessories accompanying equipment, machinery, and specialized means of transport;

-Raw materials and supplies used to manufacture equipment and machinery in the technological line or to manufacture components, details, separate parts, spare parts, fixtures, molds, and accessories accompanying the equipment equipment, machinery;

– Construction materials cannot be produced domestically.
