Cam Thinh Industrial Cluster, Quang Ninh Province

Cam Thinh Industrial Cluster in Cam Pha City was established under Decision No. 3256/QĐ-UBND dated August 23, 2018, by the Quang Ninh Provincial People’s Committee, and was assigned to the infrastructure investor following Decision No. 3979/QĐ-UBND dated October 9, 2018. 

On November 31, 2018, the detailed construction planning at a 1/500 scale for Cam Thinh Industrial Cluster was approved by Decision No. 4960/QĐ-UBND of the Quảng Ninh Provincial People’s Committee. The project then received approval for adjustments to the detailed construction planning at a 1/500 scale by Decision No. 3891/QĐ-UBND issued by the Quang Ninh Provincial People’s Committee on September 18, 2019. Accordingly, the Industrial Cluster covers an area of 67.72 hectares.

In response to the rapidly increasing demand for industrial land, and the requirement for relocation of polluting small and medium-sized industrial facilities or those not conforming to urban planning, in 2019, the Quang Ninh Provincial People’s Committee agreed to allow the developer to implement Phase II on an additional area of over 7.2 hectares. Therefore, as of now, Cam Thinh Industrial Cluster has a total area of 75 hectares.

I. Overview of Cam Thinh Industrial Cluster

With a total investment of over 739 billion VND, Cam Thinh Industrial Cluster has a total scale of 75 hectares which includes 55.1 hectares of industrial land. Cam Thinh Industrial Cluster was inaugurated on April 25, 2019, and officially commenced operations just 5 months after construction began. Currently, Cam Thinh Industrial Cluster is one of the industrial clusters with the highest occupancy rates in Quang Ninh Province.

II. Location of Cam Thinh Industrial Cluster

Cam Thinh Industrial Cluster is far from residential areas and 7 km away from the main road. The road leading to Cam Thinh Industrial Cluster in Cam Phu Ward has been completed and put into use, with a total investment of 166.8 billion VND. This road spans over 1.8 km, facilitating a seamless connection from National Highway 18 to Cam Thinh Industrial Cluster and other key projects which are currently being implemented in Cam Pha City, such as the Quang Ninh LNG Power Plant and the Hoa Loi Dat Garment Factory. This creates a favorable environment for attracting both domestic and foreign investors.

• To the east: Adjacent to the Coal Blending Depot Project of the Command of the Army Corps – Ministry of National Defense, which is under detailed planning study.
• To the west: Adjacent to industrial land according to the approved sub-zone planning of Cam Phu Ward, Cam Pha City.
• To the south: Adjacent to Bai Tu Long Bay and the Cua Suot Port Project.

III. Infrastructure in Cam Thinh Industrial Cluster

Cam Thinh Industrial Cluster is a modern industrial cluster with various functions that ensure planned and synchronized technical infrastructure, including internal roads, sidewalks, green spaces, electricity, water supply, administrative areas, and fire prevention and control systems, all meeting the required standards.

Visiting this site, you will feel more like entering an urban area than a concentrated production zone, thanks to its spacious road system, abundant greenery, neatly arranged factories, and the absence of excessive noise and dust.

Additionally, Cam Thinh Industrial Cluster has invested 36 billion VND in two centralized wastewater treatment systems employing modern technology, with a capacity of 950 cubic meters per day and night, ensuring that the wastewater meets the standards for environmental discharge. The production power system has a dedicated medium voltage line, providing stable electricity supply and preventing production interruptions due to overload.

Cam Thinh Industrial Cluster has been accepting applications and offering preferential policies for large-scale, reputable manufacturing enterprises in environmentally friendly industries such as electronics, precision mechanics, new materials, high technology, and supporting industries which are required to move from residential areas. 

In addition to preferential policies regarding land rental fees, the Industrial Cluster assists these facilities in completing administrative procedures, ensuring all requirements for fire prevention and control, wastewater connections, and environmental treatment are met. The developer tries to keep contact with investors to promptly address any issues arising from administrative procedures. During the construction process, it also supports the cost of building fences to ensure compliance with the standards and aesthetics of the Industrial Cluster.

Currently, Cam Thinh Industrial Cluster has welcomed nearly 200 companies signing land lease contracts, among which 48 companies are operating stably with high-tech equipment, and creating jobs for over 500 workers. By 2021, over 98% of industrial and small-scale industrial businesses in Cam Thinh had relocated to the Industrial Cluster, with the occupancy rate of industrial land plots reaching 241 out of 264 plots, achieving over 91%.
