Bao Ly - Xuan Phuong Industrial Cluster, Thai Nguyen Province

The Bao Ly – Xuan Phuong Industrial Cluster was established under Decision No. 2760/QD-UBND issued on August 30, 2019 by the People’s Committee of Thai Nguyen Province. The detailed planning was approved by Decision No. 3289/QD-UBND on July 17, 2020 by the People’s Committee of Phu Binh District. Accordingly, the Bao Ly – Xuan Phuong Industrial Cluster has a total investment of 182.5 billion VND, a total construction area of 26.98 hectares, and an industrial land area of 18.69 hectares. The operating term lasts until August 30, 2069.

I. Overview of Bao Ly – Xuan Phuong Industrial Cluster

The project has an operating term of 5 years (2019 – 2023). After the industrial cluster is put into operation, priority will be attracting investment in high technology and processing – manufacturing technology sectors.

The objective of establishing the Bao Ly – Xuan Phuong Industrial Cluster is to create a cleared land fund with integrated infrastructure for attracting investment in industrial production and handicrafts; creating employment opportunities for workers, thus contributing to promoting socio-economic growth in Phu Binh district, Thai Nguyen province.

II. Location of Bao Ly – Xuan Phuong Industrial Cluster

The Bao Ly – Xuan Phuong Industrial Cluster is situated on the Ring Road 5 of the Hanoi capital region, lying opposite the Le Mont Xuan Phuong Industrial Cluster and 7km from the Yen Binh Industrial Park in Pho Yen city to the East. This location is considered extremely advantageous as it lies within the Hanoi – Hai Phong – Quang Ninh economic triangle and is the most dynamic economic area in Thai Nguyen province.

To the North: Adjacent to the Thien Phuc residential and commercial area and the road connecting National Highway 37 and the Cau River overpass;
To the South and East: Adjacent to the fields and hills in Mai Son hamlet, Kha Son commune;

III. Infrastructure in Bao Ly – Xuan Phuong Industrial Cluster

Currently, the infrastructure developer of the Bao Ly – Xuan Phuong Industrial Cluster has completed the construction of technical infrastructure items, wastewater treatment station, power lines, etc. 20 ha cleared land area is available within 10 days from the date of signing the cooperation agreement, (with MOU – Memorandum of Understanding). Below is the detailed planning of the Bao Ly – Xuan Phuong Industrial Cluster:

Internal road: Main road width of 25.5 meters. Internal road width of 19.5 meters.
Clean water supply system: The total estimated water demand for the entire area is calculated to be 700 m3/day and night. The water source is planned to be taken from the D110 pipeline running along the connecting road from National Highway 37 to the Cau River overpass located on the roadside.
Power supply system: The total calculated power capacity for the entire area is 2780 KVA. The electricity source is connected to the 22kV – 472 – E6.17 line system branching from the Xuan La 2 transformer station in the northern planned area.
Telecommunication system: The design includes a synchronized cable system, with one cable cabinet with a capacity of 100 lines allocated per area. Telephone and data communication cables from the switchboard to the cable cabinets are of a standard specialized in the industry.
Wastewater treatment system: The total average wastewater discharge flow rate is Qnt = 616 m3/day and night. A new wastewater treatment plant with a capacity of 650 m3/day and night is under construction.

IV. Investment incentives in Bao Ly – Xuan Phuong Industrial Cluster

Investors in the Bao Ly – Xuan Phuong Industrial Cluster are entitled to the following investment incentives:

Corporate income tax: Exemption from corporate income tax for the first 2 years and a 50% reduction for the next 4 years.
