Amata Song Khoai Industrial Park – Amata City Ha Long, developed by Amata Group, is currently the most attractive investment destination within the Quang Yen Coastal Economic Zone.

Amata Song Khoai Industrial Park (also known as Amata City Ha Long Industrial Park or Song Khoai Industrial Park) was approved under the Investment Policy by the Prime Minister in Decision No. 352/QĐ-TTg dated March 29, 2018. The project was granted its initial Investment Registration Certificate No. 4380112185 on March 29, 2018 by the Quang Ninh Economic Zone Authority, with the 8th amendment issued on July 11, 2025. The project has a total investment capital of USD 155.5 million (equivalent to VND 3,535 billion). It was formally established under Decision No. 2979/QĐ-UBND dated August 6, 2018 of the Quang Ninh Provincial People’s Committee.
With a Total Area of 686.82 hectares and an investment of VND 3,534.9 billion, Amata Song Khoai Industrial Park is developed in five phases, starting from 2016 and scheduled for full completion by December 2025. Once operational, the park is expected to generate employment for approximately 35,000 local workers:

  • Phase 1: 116.23 ha
  • Phase 2: 120.08 ha
  • Phase 3: 289.35 ha
  • Phase 4: 85.31 ha
  • Phase 5: 75.85 ha

Amata Song Khoai Industrial Park is also part of the larger Amata Ha Long Project, approved by Quang Ninh Province with a total area of 5,789 hectares. The overall vision is to develop an integrated industrial city and, in the future, a smart city, with a projected total investment capital of USD 1.6 billion. This will strengthen the project’s appeal in attracting both a skilled workforce and residents in the years to come. Construction officially commenced on December 21, 2018.

II. Location of Amata Song Khoai Industrial Park

Recognized as one of the key industrial parks in Quang Ninh Province, Amata Song Khoai Industrial Park enjoys a strategic location with direct access to highways and close proximity to Hai Phong Port and Cat Bi International Airport. It is also situated along the main road connecting directly to Mong Cai Border Gate. These advantages significantly enhance the efficiency of logistics operations. Its strategic position between Ha Long City and Hai Phong City also ensures easy access to a large, skilled labor pool, providing strong support for investors in workforce recruitment and development.

Specifically, Amata Song Khoai Industrial Park is directly served or connected by three major transport routes:

  • Connection to Thuy Nguyen – the new administrative center of Hai Phong – via Ben Rung Bridge (2.5 km), and to Dinh Vu Port through the riverside route.
  • Connection to Dam Nha Mac Interchange (4.2 km), reducing the distance to the port by 20 km and cutting travel time by about 20 minutes.
  • Connection to the Ha Long – Hai Phong Expressway through the 10-lane high-speed road under the Ha Long Xanh Interchange project.

In addition, right behind Song Khoai Industrial Park lies the newly developed road project linking the Ha Long – Hai Phong Expressway with Provincial Road 338 (Phase I), invested by the province. To further attract FDI, Quang Ninh Province has also invested heavily in transport infrastructure connecting directly to Song Khoai Industrial Park, most of which is already completed, including:

  • The connecting road from Amata Song Khoai Industrial Park to Ha Long Xanh Interchange on the Ha Long – Hai Phong Expressway.
  • The access road and Ben Rung Bridge linking Amata Song Khoai Industrial Park with Hai Phong City.

  • Internal road system: The project has completed two frontage roads with a total length of 1.5 km along the East–West main axis, operational since September 2021. Internal Road No. 7 was completed and put into use in February 2022 to serve secondary investor Jinko Solar. The development of the main road axis of the industrial park is currently underway.

  • Electricity supply system: The Amata substation and 22kV transmission network are distributed to each factory. Substation No. 1 was completed in 2023 with a capacity of 3x63MVA (189 MVA). Substation No. 2 is under development with a planned capacity of 252 MVA.

  • Clean water supply system: The water plant and distribution pipeline system have a total capacity of 20,000 m³/day-night, with planned expansion to 27,000 m³/day-night in Q2/2024.
  • Wastewater treatment system: The centralized wastewater treatment plant and collection pipeline system have a total capacity of 16,000 m³/day-night, with expansion to 20,000 m³/day-night scheduled for Q4/2024. Wastewater volume is calculated at 80% of monthly water supply usage.

V. Investment incentives in Amata Song Khoai Industrial Park

Enterprises in the Amata Song Khoai Industrial Park are entitled to the following investment incentives:

  • Land lease exemption: 11 years of land rental exemption after the exemption period during the basic construction phase.
  • Corporate Income Tax (CIT): A preferential tax rate of 10% for the first 15 years. 100% tax exemption for the first 4 years, followed by a 50% reduction for the next 9 years. The exemption and reduction period is applied consecutively from the first year with taxable income.
  • Import Tax: Exemption for imported goods used to form fixed assets.

VI. Investors in Amata Song Khoai Industrial Park

As of June 2025, Amata Song Khoai Industrial Park had attracted 21 FDI projects with a total registered investment capital of more than USD 2.9 billion, reaching an occupancy rate of nearly 90%. It has become a destination for many international investors, including Taiwan (36%), Japan (36%), and Sweden (9%). All secondary projects attracted to the park belong to processing and manufacturing industries as well as supporting industries, in line with Quang Ninh Province’s investment orientation – of which 35% are in electronics and 18% in auto parts.
Enterprises investing here can become a key “link” in global supply chains such as: The production and assembly chains of electrical and electronic components and products by Foxconn, TCL, Jinko, Autoliv, Texhong in Dong Mai IP, Song Khoai IP, Bac Tien Phong IP, and Texhong – Hai Ha IP. The automobile manufacturing complex of Thanh Cong Group in Viet Hung IP. These linkages contribute to the development of high-tech textile and garment industries; mechanical engineering, assembly of electrical and electronic equipment; and integrated industrial clusters for automobile production, assembly, and auto parts manufacturing across Quang Ninh’s industrial parks:

  • Jinko Solar Technology Plant 1 & 2 with a total registered investment capital of over USD 800 million.
  • Lite-On Technology Vietnam Company Limited – Electronic equipment manufacturing plant with a land area of 30 hectares and a total investment capital of USD 690 million.
  • FMMV Foxconn Quang Ninh and FECV Foxconn Quang Ninh – Electric vehicle parts manufacturing and assembly plants with a total investment of USD 246 million.
  • Autoliv Vietnam Co., Ltd – Airbags and automotive safety equipment manufacturing plant with a total investment of USD 154 million.
  • IKO Thompson Vietnam Co., Ltd – Bearings and linear motion equipment manufacturing plant with a total investment of USD 57 million.
  • Samsong Vina Co., Ltd. (Korea) – Automotive seat belt manufacturing plant.
  • Avatar Vietnam – The first ready-built factory project in Song Khoai Industrial Park, developed by CapitaLand SEA Logistics Fund (CSLF), expected to be handed over by the end of 2025.
